[NOTED] NPC doesn't give me "Legend of Jeff Stobs" to move past step 1 of quest "Don't Judge a Book by its Cover"

Bug description: Unable to complete Step 1 of quest, "Don't Judge a Book by its Cover." It says I need to talk to the NPC to collect a book, but the NPC doesn't give me the book and I'm stuck on step 1 with no way to continue.
Reproducibility process: I have not created another character to try and repeat the quest error.
