How to open a bank account

So when I go to the bank and i talk to the NPC the only options I have is "ask how to open a bank account" but they don't say anything else other than what bank accounts are for. Does anyone has a clue of what I have to do to open a bank account?

To be able to access the bank you must be at least level 10.
