Help, I am not able to learn shoemage!

Hey guys, I played on pc years ago, now I started on my phone. I am lvl 65 shoemaker but I am not able to find the npc teaching me the specification? On pc back then I only had to buy the mage knife and talk to an npc at the Mage workshop.

Pls help !?
