How do I get into the Dodge Server?

I live in the US and the only server available to me is Grandapan.

I kinda want to switch servers because its pretty dead for a newb on Grand (lvl 34 atm).
If Dodge is just as dead for new players then I guess I'll just stay. But I would like to know why I can only see Grandapan.
